Government, that such would have been appreciated in a
private office.

I have remained loyal to my duty until the end
of the work, as any man would do who is possessed of the
first principles of honour, knowing how matters had been
conducted for many years, but I now realize that, person-
ally, I have paid very dearly for such honour as my self
sacrifice has not been understood or appreciated by the
present head of the Public Works Department of Hongkong.

I have endured much inconsiderate treatment and
obstruction at the hands of Mr. Chatham in the course of
my duty for years past, and especially since I deemed it
my duty to place certain facts before the Government,
solely in order to complete the work, and it is with re-
gret that I am compelled to place this letter before you.
7.
Inception of the Matter and the
Nature of the Contracts.
The work under review occupied nearly twelve (12)
years in the course of erection and three separate contracts
were entered into as will be noted below:-

Mr. Hop Hing was the Contractor for the Founda-
tions and Mr. Chan a Tong for the superstructure and Fittings
contracts.
